This question has several answers.  In the base distribution
for latex-2.9 there is a file testpage.tex that can be used to
adjust offsets, but if your spooler uses pdf files, it may be
better to make the adjustment there.  I recently installed
a board which turned my old Canon-CX Laserwriter Plus into
a very nice 600-DPI printer (apparently the CanonCX was always
a 600dpi engine just waiting for a good controller), and the thing
came with a couple of nice diagnostic PostScript files and
the first decent pdf file for a Laserwriter Plus I have seen.

As long as the spooler picks up the pdf file, it is better to
do the adjustment there and reset the config.ps file
to 0pt,0pt
